PROBLEM TO BE SOLVED: To provide a communication control apparatus capable of performing a voice communication service even on the occurrence of a fault in a call agent apparatus, and to provide a communication control method thereof. SOLUTION: A media gateway apparatus 10 is provided with two function sections of a MGCP (Media Gateway Control Protocol) control function section 14, and an H.323 control function section 16. A sate compatible control function section 18 activates the H.323 control function section 16 in response to the occurrence of a fault caused in the call agent apparatus, a telephone number/IP address conversion table 12 decides an IP address, the media gateway apparatus 10 uniquely connects a call to other media gateway apparatus and opens a communication channel, and the state compatible control function section 18 returns the operation to the MGCP control function section 14 in response to the restoration of the call agent apparatus.
