PROBLEM TO BE SOLVED: To provide a transmission power control system capable of quickly and smoothly being adapted to the change of a communication environment when radio communication is performed by a W-CDMA system between a base station and a mobile station. SOLUTION: A target SIR control section 14 reads out a target value of communication quality from a demodulating section 13, the measurement of communication quality from a communication quality measuring section 11, a target value of SIR from a memory 15, and the measurement of SIR from an SIR measuring section 12 and then sets a target value of SIR by determining the degree of follow-up between a target SIR and a received SIR (measurement).
