PROBLEM TO BE SOLVED: To obtain a polystyrene-based resin extruded foam plate which is a foam plate produced by using a mixed blowing agent comprising isobutane and isopentane having 0 ozone depletion potential and a small global warming potential and containing neither chlorofluorocarbon nor fluorocarbon, has excellent flame retardance and a low coefficient of thermal conductivity. SOLUTION: The polystyrene-based resin extruded foam plate is obtained by extruding a foamable melt mixture comprising a polystyrene-based resin, the blowing agent composed of isobutane and/or isopentane and another blowing agent (except chlorofluorocarbon and/or fluorocarbon), graphite and a flame retardant from a high-pressure zone to a low-pressure zone, has 10-150 mm thickness, 25-55 kg/m<SP>3</SP>apparent density and 0.05-0.30 mm average foam diameter in the thickness direction. The residue of isobutane and/or isopentane in the foam plate is 0.2-0.8 mol based on 1 kg of the foam plate and the amount of the graphite is 1-5 parts wt. based on 100 parts wt. of the polystyrene-based resin.
