The system has a beacon emitter fixed on a road sign for emitting infra red rays or laser. A photovoltaic cell is arranged for supplying electric power to the beacon emitter. A beacon receiver is placed on a car for receiving the infra red rays to activate a solenoid valve. The solenoid valve reduces fuel flow to an engine for obtaining a prescribed speed.
