PROBLEM TO BE SOLVED: To provide an electronic mail distribution technology for bringing efficiency to entire distribution processing for distributing a plurality of electronic mail items. SOLUTION: An electronic mail distribution server 30 for distributing a plurality of electronic mail items by inputting the items to a mail queue 350 includes a mail preparation section 320 for preparing the electronic mail; a distribution control section 370 for limiting the number of quantities of the electronic mail items prepared by the mail preparation section 320; a queuing section 340 for sequentially storing the electronic mail items prepared by the mail preparation section 320 to the mail queue 350; and a mail transmission section 380 for sequentially distributing the electronic mail items stored in the mail queue 350.
