PROBLEM TO BE SOLVED: To improve transfer efficiency of data by controlling refresh operations in a memory device controller. SOLUTION: The controller has a mask processing part 11 and a main control part 16. The mask processing part 11 has a refresh timer 12 for setting a refresh period of a memory device 65, where the memory device 65 is masked continuously for allowable maximum period, and determines either the refresh operation or the masking for the memory device 65 should be carried out based on continuous operability of a master to access to the memory device 65, before or after the time elapse the refresh period of the memory device 65. The main control part 16 does not issue a refresh requirement if the determined result by the mask processing part 11 determines that the refresh operations should be masked, and issues refresh requirements of the number to which the number of the times of masking is added to continuously carry out the refresh operations to the memory device 65.
