PROBLEM TO BE SOLVED: To provide a DC-DC converter of which a rising time up to a normal state at startup of the DC-DC converter is shortened, while current runaway is prevented at startup of the DC-DC converter or at the shorting of the output on a secondary side. SOLUTION: The DC-DC converter comprises a PWM control part 2 for subjecting a switching element 6 to duty-control, and an OCL decision part 4 which detects a current flowing in the switching element and turns off the switching element 6, regardless of the duty control by the PWM control part 2, if the current is equal to a reference value or larger. It further comprises a pulse SKIP decision part 30, which turns off the switching element 6 for a skip time Ts according to an output voltage Vout on the secondary side, after the switching element 6 is turned off by the OCL decision part 4.
