<P>PROBLEM TO BE SOLVED: To solve a problem where, in a conventional technique, incoming power cannot be controlled because the incoming power is not detected, and the fuel consumption of a fuel cell frequently varies when its load rapidly changes because load power is used as it is, so that efficiency of the fuel cell may be degraded. <P>SOLUTION: Peak-cut operation is executed in a secondary battery Bat in order to control the incoming power.
