<p><P>PROBLEM TO BE SOLVED: To carry out rate control adequately even when a load in a transmission path increases. <P>SOLUTION: The coding transmitting system 1 includes an outer output demand determining unit 16 for monitoring a condition of a network. When the condition of the network gets worse, the outer output demand determining unit 16 stops multiplexing process of an multiplexing output unit 15. When the network becomes good condition, the multiplexing process is resumed. An image coding unit 11 and a voice coding unit 12 continue the coding process, regardless of the operation of the multiplexing output unit 15. When the coded data occupancy ratio of an image coding data memory unit 13 and a voice coding data memory unit 14 exceeds a prescribed value, the coding process is stopped, and a standby state continues until the coding data occupancy ratio becomes sufficiently low. <P>COPYRIGHT: (C)2004,JPO&NCIPI</p> |
