PROBLEM TO BE SOLVED: To prevent a setting process from being carried out in accordance with inaccurate configuration information even if inaccurate configuration information is sent from a malicious user when a client acquires configuration information from a configuration information management server to set it up at the client himself. SOLUTION: An access authentication server 320 manages the public key K301a and K301b of configuration information management servers 310a and 310b. The client 300 acquires the public keys K301a and K301b from the access authentication server 320, and then a request for acquiring configuration information is transmitted. The configuration information management server 310a managing the requested configuration information generates authentication information by enciphering the corresponding configuration information using the unique private key H310a of the server 310 itself, and the configuration information including the authentication information is transmitted to the client 300. The client 300 determines the correctness of the configuration information on the basis of the authentication information and the public keys K301a and K301b, and a setting process is performed only when it is found correct.
