PROBLEM TO BE SOLVED: To allow a plurality of users to magnify or contract an image in a desired image area while maintaining fine image quality. SOLUTION: The same photographing range is imaged by controlling each photographing direction at more than two different photographing field angles and a picture signal is generated. On the basis of the generated picture signal, a unit image constituting a part of the photographing range is hierarchized every photographing field angle, recorded in a server 53, a hierarchy is selected from the server 53 in accordance with a specified image area, and the unit image is selected from the selected hierarchy.
