PROBLEM TO BE SOLVED: To provide a railroad information service system that prevents communication quality from becoming worse owing to changes in radio wave state accompanying a train travel. SOLUTION: The railroad information service system comprises a mobile terminal 1-b that a passenger in a car carries, an in-car information service wireless communication device installed in the car, an in-car information communication control device 6 which is connected to the communication device and has a database 9 wherein stored information can be updated, and a communication device which is connected to the in-car information communication control device 6 and installed on the ground. When a communication request signal is received from the mobile terminal 1-b and request information of the received communication request signal is stored in the database 9, information service in a predetermined information service menu is transmitted to the mobile terminal 1-b, but when the request information of the communication request signal is not stored in the database 9, on the other hand, information service which can be provided in accordance with predetermined conditions is transmitted to the mobile terminal 1-b on condition that the mobile terminal 1-b meets the conditions.
