PROBLEM TO BE SOLVED: To effectively improve an uneven transfer caused by the resistance distribution of a transfer member in the case of transferring an image from an image carrier to an intermediate transfer body. SOLUTION: In the image forming apparatus for transferring the image formed on the image carrier 1 to a recording material 3 through the intermediate transfer body 2, the transfer member 4 is oppositely arranged in contact with the image carrier 1 with the intermediate transfer body 2 between, and a high resistance layer 2b is formed on the surface of the intermediate transfer body 2, the volume resistance value R<SB>M</SB>of the intermediate transfer body 2 is set larger than the volume resistance value R<SB>T</SB>of the transfer member 4, and also, the volume resistance value R<SB>T</SB>of the transfer member 4 is set to≤7logΩ.
