PROBLEM TO BE SOLVED: To shorten an alignment time by securely finding an alignment position where a light emitting element and a light receiving element have maximum light intensity while decreasing a frequency of plane alignment, and then to reduce manufacturing cost. SOLUTION: Provide are a direction determining means (PGM1) of performing plane alignment of the light receiving element (1) with respect to light emitting elements (1) positioned at an initial coordinate origin (D0) and points (D1 to D4) around it, measuring a light intensity distribution of the positions of the light emitting elements (1), and determining a light intensity increasing direction according to the light intensity distribution, a light emitting element positioning means (PGM2) of moving the light emitting elements (1) in the direction by unit length to positions where the light intensity decreases and positioning the light emitting elements (1) at positions where maximum light intensity is obtained right before the light intensity decreases, and a light receiving element positioning means (PGM3) of positioning the light receiving element (2) for the light emitting elements (1) by plane alignment.
