PROBLEM TO BE SOLVED: To provide a waterproofing and flame-resisting construction method for a concrete surface to be treated which forms a waterproof flame-resistant layer having at least flame resistance and waterproofness, is resistant to an earthquake and prevented from cracking, and moreover forms the thin waterproof flame-resistant layer. SOLUTION: In this waterproofing and flame-resisting construction method for the concrete surface A to be treated, resin mortar with flame resistance and waterproofness is applied to the surface A to be treated to form a first resin mortar layer 1, and a sheet for reinforcing the resin mortar is stuck thereon to form a sheet layer 2. Resin mortar is further applied thereon to form a second resin mortar layer 3. The applied quantity of resin mortar is reduced to suppress a construction cost low, and workability is excellent.
