PROBLEM TO BE SOLVED: To provide an apparatus for forming a barrier layer on the inner surface of a plastic container, with which the barrier layer having a good quality and a uniform thickness can be coated on the inner surface of the plastic container. SOLUTION: The apparatus is equipped with an external electrode surrounding the container when the plastic container, an article to be treated, is inserted, an exhaust conduit which is fixed via a insulating member to the end face of the external electrode on the side of the mouth part of the container and is earthed, an exhausting means to exhaust a gas in the plastic container inserted into the external electrode through the exhaust conduit, a gas supplying means to supply a raw material gas in the plastic container inserted into the external electrode and a high-frequency power supply to be connected the external electrode, wherein electric discharge is generated between the earthed exhaust conduit and the external electrode connected to the high-frequency power supply.
