PROBLEM TO BE SOLVED: To provide a content delivery device which authenticates a normal content provider and specifies those who utilize the content without being authorized (third person without a title), and to provide a content delivery method, a content delivery program and a content reproducing device controlling the reproduction of content, and a content reproducing program.

SOLUTION: The system is constituted of the content delivery device 1 which transmits a public key digital watermark embedded content where a public key digital watermark is embedded to the content reproducing device 10 possessed by a purchaser of the content through the intermediary of the internet 11, and the content reproducing device 10 which receives the public key digital watermark embedded content to reproduce it.
