OVPN SYSTEM, OVPN TERMINATING APPARATUS, FOOTHOLD APPARATUS, COLLECTIVE CONVERSION APPARATUS, AND OPTICAL COMMUNICATION NETWORK

PROBLEM TO BE SOLVED: To realize OVPN capable of quickly responding to a request of changing an applicable signal format from a user, and to provide the OVPN for which signaling procedures being invalid for OVPN operation can be omitted.

SOLUTION: After grasping the request of an OVPN user about a layer 1 signal which the user wants to connect to the OVPN, an OVPN system determines whether or not this request can be achieved. After determining that the request can be achieved, the system provides an IP address and VPNID to the apparatus of the user, and further registers this IP address, VPNID and kind information of a signal format to be applied to the apparatus of this user.
