<p><P>PROBLEM TO BE SOLVED: To shorten time required for a video image changeover by shortening an interval to keep in a state of a still image when the video image changeover is performed, in a video image transmission system. <P>SOLUTION: When the video image changeover is performed, first of all, a video image from a first video image coder is made into a still image in a decoding portion 18. A video image decoder 16 directs the first video image coder to stop transmitting video image coded data, initializes the decoding portion 18, and causes a second video image coder to start transmitting video image coded data. After synchronization is detected by a synchronization detection portion 17, the second video image coder is ordered from the decoder 16 to add a sequence header to the video image coded data compulsorily, and perform coding from a head frame. The decoding portion 18 detects the sequence header, waits until a video image is stabilized and stops a still image, and performs usual video image outputting from the second video image coder.
