PROBLEM TO BE SOLVED: To realize the operation of a same AP with an inexpensive and simple configuration, from multiple users and in a multitasking manner. SOLUTION: If a request for booting up an AP, is transmitted to an SBC server group 1 via a network 3, from an SBC client 2A1, an SBC server having an optimum AP execution environment is decided in the SBC server group 1. For example, if an SBC server 10A1 has the optimum AP execution environment, the AP runs on the SBC server 10A1, screen information is generated, and the screen information is transferred to the SBC client 2A1.
