PROBLEM TO BE SOLVED: To reduce an arbitration period and a sub action gap. SOLUTION: A first node (A) acting like a packet sender is provided with an information setting means to set data division information denoting to which of data the packets correspond and transfer sequence preferential information denoting the priority of sequence for permitting the first node within an impartial interval to the individual packet, and a second node (B) for managing packet transfer is provided with a control means for acquiring transfer management information required for packet transfer management together with the data division information and the priority information of the transfer sequence from the packets including the data division information and controlling the packet transfer on the basis of the above acquired information, then a route can provide transfer permission without awaiting a transfer request from a node going to transfer the packets.
