PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner fixable at a low temperature and having satisfactory electrostatic properties. SOLUTION: In the electrostatic charge image developing toner containing at least a crystalline polyester and an amorphous polymer as a binder resin and having a surface coated with a surface layer based on the amorphous polymer, and it is characterized in that the content of the crystalline polyester is within the range of 30-80 wt.%, a percentage of the crystalline polyester contained in the top surface of the electrostatic charge image developing toner is≤15 at.%, and the average thickness of the surface layer is 0.01-0.5μm.
