PROBLEM TO BE SOLVED: To provide a manufacturing method of toner capable of contriving a long period stability of image by which an after treatment such as removal of a surfactant adversly affecting refining of the toner after covering and development becomes simple, and which has uniform electrification distribution indicating characteristics of stable high quality even during continuous use and under bad environment without generating a problem of vanishing from a system due to decomposition and dissolution such as a coloring agent and a charge control agent and has excellent electrification stability, and to provide an image forming apparatus. SOLUTION: In the manufacturing method of toner and the image forming apparatus, the toner is prepared to suspend and polymerize a polymerizable monomer system containing a wax and a coloring agent in a water based medium, previously polymerized to be suspended in the water based medium by dissolving the wax in part of the polymerizable monomer, prepares a polymer core particle by polymerization reaction by adding a water soluble organic solvent dispersion liquid of the coloring agent and the residual polymerizable monomer thereafter, adds the water dispersion liquid of the polymer particulate on the surface, and next prepares a polymer covering layer by performing addition and heating of inorganic salt water solution.
