PROBLEM TO BE SOLVED: To provide a very soft thermoplastic elastomer film exhibiting a stable characteristics against a temperature change at a low temperature, and further having a low water absorbency. SOLUTION: This thermoplastic polyester elastomer film is characterized by consisting of a thermoplastic polyester elastomer containing as a polymer constituting components, an aromatic dicarboxylic acid component, a short chain glycol component and a polyether glycol component having randomly recurring at least two kinds of 2-10C alkylene oxide units, and constituted by a thermoplastic polyester elastomer containing 70-95wt.% randomly copolymerized polyether glycol component having <10wt.% content of alkylene oxide unit having quaternary carbon in the total weight and having 2,200-3,800 molecular weight, and having 0.005-20wt.% water absorbency and≥3,000g/m<SP>2</SP>×day moisture permeability.
