PROBLEM TO BE SOLVED: To provide a manufacturing method of an optical recording medium capable of performing accurate recording and reproduction of information. SOLUTION: An optical disk 1 has a structure wherein a first substrate 3, a reflection layer 5, a recording layer 7 for hologram recording, and a second substrate 9 for transmitting a laser beam for recording and reproduction are layered. A hologram recording raw material 27 is disposed between the second substrate 9 and the first substrate 3 on which the reflection layer 5 is formed.
