PROBLEM TO BE SOLVED: To provide an insulation board capable of keeping and improving insulating performance, providing an energy saving effect through a year even in a warm region where outside air becomes relatively high in summer, and facilitating construction of an outer wall structure of an outside insulating concrete building by removing uncomfortable feeling or danger to a worker and integrating a heat insulating material and a ventilation layer. SOLUTION: This insulation board is an air bubble board 10 having a three-layer constitution formed of a plastic made cap sheet 1 having many protrusions, a plastic made flat back sheet 2 adhered to the bottom surfaces of the protrusions, and a plastic made flat liner sheet 3 adhered by connecting the tops of the protrusions.
