PROBLEM TO BE SOLVED: To provide an insulated wire with little dielectric loss at a high frequency band, excellent in transmission characteristics, adhesiveness between a central conductor and an insulator, and stripping workability, capable of securely obtaining desired characteristic impedance, and to provide a cable using the insulated wire. SOLUTION: The insulated wire consists of a central conductor and an insulator formed around the periphery of the central conductor with polytetrafluoroethylene resin as a main ingredient, and the insulator has an inner layer in a baked state, an intermediate layer in a non-baked state or a semi-baked state and an outer layer in a baked state.
