PROBLEM TO BE SOLVED: To unlock a frame body and a paned window even if the operation of inserting a key into a key groove so as to turn the key is not performed. SOLUTION: A sub cam 15 with a pawl is mounted on a rotating shaft of a motor 8 which faces a cylinder 4 and is arranged coaxially with the cylinder 4, in such a manner as to be capable of being locked to a first or second locking part 12 or 13 identical with a locking part for an existing cam 14 with a pawl, with respect to first and second slide bars 5 and 6; and either of the slide bars 5 and 6 are made movable by the running of the motor 8. In the cam 14 and the sub cam 15, first locking pawls 14a and 15a are prevented from interfering with each other in rotation, and any one of the locking pawls (both the first locking pawls 14a and 15a and the second locking pawls 14b and 15b) is formed so as not to interfere with the movement of the slide bars (both of the first and second slide bars 5 and 6) in a neutral position.
