The present invention provides a system for programming time dependent devices and services that is both very easy to use and reliable. This aim is reached by programming the action schedule in different layers. The layers differ in completeness and flexibility to change. This has the advantage that on the one hand the user can always rely on a basic action schedule, which will not change very often, but on the other hand the user is always able to override this basic action schedule.
