PROBLEM TO BE SOLVED: To provide a locking/unlocking device capable of minimizing boring operation by allowing the locking and unlocking of a rack mechanism from a front cover tool insertion hole through one reset hole formed in a tension housing. SOLUTION: An unlocking part unlocking the engagement of a movable rack with a claw body by inserting it into a clearance between the movable rack and the claw body and a lock part stopping the movement of the movable rack are installed on one tool in the axial direction so that operations to lock the rack and release the locking of the claw body to the rack can be performed through one tool insertion hole. Thus, the number of holes for tool insertion in the front cover can be reduced to one, and also an arm fixing hole is not required in a tension arm.
