PROBLEM TO BE SOLVED: To update efficiently map data provided in a navigation system. SOLUTION: Mesh (mesh within a frame line 50 in Fig. b) including an optional region in optional object prefectures, in the case of assuming Tokyo and Chiba prefecture as object prefectures relative to a combination of Tokyo and Chiba prefecture, and mesh (mesh within a frame line 730 in Fig. c) wherein a determined recommended route passes after extracting all nodes 703 on the non-object prefecture side of all links 702 crossing with boundaries (Fig. a701) between the object prefectures and the non-object prefectures, and after determining the recommended route between nodes concerning the whole permutation of two extracted nodes, are extracted, and all the extracted meshes are registered in a mesh list. When updation of the map data of Tokyo and Chiba prefecture is required by a navigation system 1, the map data of the mesh registered in the mesh list generated relative to the combination of Tokyo and Chiba prefecture are transmitted.
