PROBLEM TO BE SOLVED: To embed data strings of an electronic watermark into a document image while suppressing the deterioration in image quality. SOLUTION: A circumscribed rectangle of each character in a document image is obtained. For each circumscribed rectangle, in a first combination consisting of a first circumscribed rectangle in a first line (line consisting of A1-A7) used as reference and second circumscribed rectangles in second lines (lines consisting of B1-B4, C1-C7) being respective lines except the reference line, and a second combination consisting of a third circumscribed rectangle in the first line and a fourth circumscribed rectangle in the second lines; at least one among the circumscribed rectangles included in each of the combinations is controlled so that a distance between each of the circumscribed rectangles in the first combination differs from a distance between each of the circumscribed rectangles in the second lines, depending on the electronic watermark information to be embedded.
