PROBLEM TO BE SOLVED: To improve handleability by changing the direction of a virtual image display position for an observer in a picture display device to display a picture by making luminous flux incident on an observer's pupil and projecting the picture on the retina with the luminous flux. SOLUTION: The picture display device includes a luminous flux generating means 10 generating and outputting the luminous flux corresponding to the picture, a scanning means 50 making the outputted luminous flux scan, a guiding means 70 guiding the luminous flux made to scan to the pupil, and an angle changing means 60 changing a pupil incident angle being the incident angle of a scanning center line being the center line of a scanning angle at which the luminous flux is made to scan by the scanning means to the pupil.
