PROBLEM TO BE SOLVED: To provide a cosmetic containing fermented rice bran as a main component, having improved cell activation effect by transcutaneous absorption, bleaching effect by protease and skin tightening effect by lipase and effective for improving the activation effect of epidermal cells and provide a method for the production of the cosmetic. SOLUTION: The cosmetic uses fermented rice bran containing a cosmetic protease and a lipase. The cosmetic protease and the lipase can be included in the fermented rice bran to be used as a raw material for the cosmetic by specific steps basically composed of the growth, proliferation and aging of seed microorganisms.
