PROBLEM TO BE SOLVED: To eliminate the need of preparing dedicated software on an Internet terminal side and to enable quick remote operations. SOLUTION: A device 12 to be operated transmits first display information composed of operation elements through a network S11 to a remote controller 11 and the remote controller detects a communication state between the remote controller and a remote operation terminal 15 through the network S16. The remote controller generates second display information on the basis of the first display information and the communication state and transmits it to the remote operation terminal. The remote operation terminal displays the operation elements at an image display device on the basis of the second display information and transmits the one selected by a user from the operation elements to the remote controller as operation information. The remote controller generates an operation signal on the basis of the operation information and transmits it to the device to be operated, and the device to be operated controls the operation of the device itself on the basis of the operation signal.
