<p><P>PROBLEM TO BE SOLVED: To provide a hydraulic composition which contributes to effective utilization of resources, and is excellent in flowability and has small change in the passage of time in flowability, and which can be used for producing mortar or concrete exhibiting high strengths. <P>SOLUTION: The hydraulic composition contains town refuse incinerated ash, pulverized substance of a fired material obtained by using at least one kind of sewage sludge incinerated ash, gypsum, a blast furnace slag powder, and a limestone powder as raw materials. It is preferable that the fired material contains, by mass, 10-25% 3CaO-Al<SB>2</SB>O<SB>3</SB>and 10-20% 4CaO-Al<SB>2</SB>O<SB>3</SB>-Fe<SB>2</SB>O<SB>3</SB>with the proviso that the total amount of 3CaO-Al<SB>2</SB>O<SB>3</SB>and 4CaO-Al<SB>2</SB>O<SB>3</SB>-Fe<SB>2</SB>O<SB>3</SB>is 20-35%, and≤0.1% chlorine from the viewpoints of acceleration of effective utilization of waste product originated materials, workability of concrete, strength developability or the like.
