<p><P>PROBLEM TO BE SOLVED: To provide a device for compensating dispersion that is able to control third-order dispersion and zero-dispersion wavelength, independently. <P>SOLUTION: Using a first and a second optical fibers 1, 5, having fiber grating 2, 6 whose refraction index modulation periods change with a constant chirp amount in the reveres directions of each other, heating to control the dispersion of the fiber grating 2, 6 is made by using a heater 3, 7, whose interdigital electrodes 3a, 7a are set to the width to obtain the temperature distribution of a quadric function or a linear function along the fiber length.
