PROBLEM TO BE SOLVED: To simply constitute a rotation regulation means for regulating rotation amount of a steering member within a predetermined angle in a part of a rotary shaft of the steering member. SOLUTION: A first gear 41 having small diameter is coaxially provided at a shaft end of a column shaft 20 which is the rotary shaft of the steering member and is meshed with a second gear 42 having large diameter and provided coaxially on the rotary shaft 46 which is parallel with the column shaft 20. A rotary stopper 44 and a fixed stopper 45 are protrudedly provided on one face of a rotary body 43 provided coaxially on the other side of the rotary shaft 46 and rotating integrally with the second gear 42 and on an inner wall face of a housing 40 opposing to one face, respectively. Rotation of the rotary body 43 is regulated by abutting on the fixed stopper 45 caused on the rotary periphery of the rotary stopper 44 to regulate rotation amount of the steering member through the second gear 42, the first gear 41, and the column shaft 20.
