<P>PROBLEM TO BE SOLVED: To provide a data forming device for printing plate which executes an optimization processing of image data so that printing processing can be performed by use of a minimum plate film. <P>SOLUTION: This data forming device for printing plate performs the optimization processing of the image data to be used in the formation of a printing plate.
