<P>PROBLEM TO BE SOLVED: To provide a squirrel-cage windmill capable of converting wind power into rotational energy with high efficiency. <P>SOLUTION: This windmill comprises an internal windmill 5 fixed on a rotating shaft 9 connected to a power generating means 12, and an external windmill 6 fitted so as to rotate relative to the rotating shaft 9 around the internal windmill 5.
