<P>PROBLEM TO BE SOLVED: To provide a moving image storage device capable of transmitting moving images easy to view for a user while reducing the load on a portable terminal. <P>SOLUTION: In the moving image storage device, power is fixedly secured, relatively high calculation capacity is held as well and images are changed suitably for a portable viewing device. Encoded data stored in a moving image storage part 102 are decoded / changed in a moving image changing part 104.
