PROBLEM TO BE SOLVED: To provide a developing device that maintains high picture quality by gradually automatically exchanging a developer, enhancing maintenance properties and preventing screw traces, in various types of image forming devices, and also to provide a developing cartridge and an image forming device equipped with this developing device. SOLUTION: A magnetic field generation means 4 enclosed in a developer carrier 3 is equipped with a first magnetic pole N3 positioned near and opposite to a layer thickness control member 2h and a homopolar second magnetic pole N2 adjacent to the first magnetic pole N3 upstream in the rotary direction of the developer carrier 3. In addition, in a developing device 1 in which a developer is supplied from a developer feeding port 2i and in which an excessive developer is discharged by an overflow from the developer discharging port 2d of an agitation chamber 2f, a variation in the developer level in the developer discharging port 2d and its upper and lower parts is made larger than the variation in the developer level of other parts in the developing container 2, and the developer level in the developing chamber 2e is maintained lower than the height of the highest part of a first transporting member 2a and higher than the height of the rotary shaft of the first transporting member 2a.
