PROBLEM TO BE SOLVED: To provide a developing roller and an image forming apparatus by which an image having a high quality is surely obtained by preventing a photoreceptive drum from being soiled with unreacted resin. SOLUTION: The developing roller 1 possesses at least one layer coated with resin 3a on an outer peripheral surface. The layer coated with the resin is constituted of electron beam curing resin. The layer coated with the resin 3a desirably incorporates conductive agent such as ion conductive agent and electronic conductive agent. The conductive agent may be carbon black.
