PROBLEM TO BE SOLVED: To reduce the rocking strength by a force in the peeling direction which is applied to a fixed side base member and a turning side base member. SOLUTION: The outer peripheries of the fixed side base member 11 and the turning side base member 12 which are relatively turnably assembled are held by a ring member 22. Turning controlling means 15, 16, 17 and 18 are housed in a space between both base members 11 and 12. By the turning controlling means, the relative turning of the turning side base member 12 to the fixed side base member 11 is restrained/allowed for this reclining device. The ring member 22 comprises a side edge part 22a which turnably holds the outer peripheral edge part 12a of the turning side base member 12, and a cylindrical part 22b which fixes the outer peripheral edge part 11a of the fixed side base member 11 by a caulking means. A plurality of protruding parts 22a-1 have specified intervals in the peripheral direction at the proximal end part being close to the proximal end of the outer peripheral edge part 12a of the turning side base member 12 of the side edge part 22a.
