PROBLEM TO BE SOLVED: To provide a treatment liquid for surface treatment with which a surface treatment film having excellent corrosion resistance after coating can be precipitated on a metal surface without the incorporation of components harmful for the environment, and without generating sludge to form into waste, and to provide a surface treatment method. SOLUTION: The treatment liquid for surface treating metal is a water based surface treatment liquid for surface treating a metallic material selected from an iron based material, a zinc based material, an aluminum based material and a magnesium based material respectively individually, or by two or more kinds thereamong at the same time. The treatment liquid comprises one or more kinds of compounds selected from zirconium compounds and titanium compounds by 5 to 5,000 ppm as the above metallic elements, further comprises free fluoride ions by 0.1 to 100 ppm, and also has a pH of 2 to 6. Calcium compounds, magnesium compounds or strontium compounds, nitrate radicals, oxoacid and/or oxoates, high polymer compounds and surfactants can further be incorporated into the treatment liquid. The metallic material is brought into contact with the treatment liquid, or is subjected to electrolytic treatment in the treatment liquid to form a film. COPYRIGHT: (C)2004,JPO&NCIPI
