PROBLEM TO BE SOLVED: To provide a color-transfer preventing makeup cosmetic having excellent color-transfer preventing effect, makeup durability, water resistance and sebum resistance and giving good feeling to the skin. SOLUTION: The color-transfer preventing makeup cosmetic is composed of a water layer and an oil layer containing an oil-soluble resin, contains 1-25 mass% pigment fine particles subjected to water-repelling treatment and having a primary particle diameter of 5-100 nm and has a surfactant content of 0-0.05 mass%.
