PROBLEM TO BE SOLVED: To provide an electronic metering device, an electronic metering device monitoring system and a communication terminal device capable of adding a new function without waiting a replacement time limit, and suitable for securing reliability relative to charge collection or the like by a user. SOLUTION: This electronic metering device 100 has a metering function for metering the medium quantity of a passing medium, and an adding function used for a convenience object of a supplier and/or user of the medium. The device is equipped with a control part (CPU) 1 which is a control means for controlling the metering function and the adding function, a first storage part 2 which is a non-rewritable first storage means where an operation program relative to the metering function is stored, and a second storage part 3 which is a rewritable second storage means where an operation program relative to the adding function is stored.
