PROBLEM TO BE SOLVED: To provide a congestion degree forecasting system forecasting the future congestion degree of persons in a space. SOLUTION: At first, a camera 2 photographs the situation of an area. A substance congestion degree calculation part 25 calculates the present congestion degree in the area based on an image photographed by the camera 2. A past record congestion degree storage part 10 stores the changes in a past single day congestion degree in the area. A forecasting congestion degree calculating part 30 forecasts the congestion degree of the area a prescribed time later based on the past single day congestion degree in the area stored by the past record congestion degree storage part 10 and the present congestion degree in the area calculated by the substance congestion degree calculating part 25. A motor damper control part 40 controls the opening of the motor damper part of an air conditioner based on the forecast congestion degree in the area the prescribed of time later.
