PROBLEM TO BE SOLVED: To provide an electrolytic capacitor that exhibits stable performance, and to provide a method of manufacturing the capacitor. SOLUTION: This electrolytic capacitor is composed of a capacitor element formed by successively laminating anode foil having a dielectric oxide coating film, a separator, and cathode foil upon one another; a macromolecular electrolytic complex for driving the electrolytic capacitor provided with an electrolyte and an acrylic polymer containing the copolymer of an acrylic derivative and impregnated into the capacitor element; and a pair of external electrodes to which the anode foil and cathode foil are respectively connected. Consequently, the electrolytic capacitor which is low in ESR, high in applicable voltage zone, and is stabilized in characteristics for a long time even at a high temperature can be obtained.
