<p><P>PROBLEM TO BE SOLVED: To provide a flange cover mountable even to a handrail fastener provided in an intermediate position of a handrail, having excellent safety, design and design unity, contributing to the cost reduction of the handrail fastening and easily mountable without using any tool, and also to provide the handrail fastener and the handrail. <P>SOLUTION: The flange cover 21 is provided with a cover body 27 directly covering a flange part 13 of the handrail fastening 11, and a fixing packing 29 for fixing the cover body 27 to the handrail fastening 11.
